the Lord Privy Seal.

2. I recommend that the Lord Privy Seal send an interim reply

on the lines of the attached draft.

Background and Argument

3. The Governor believes that it is very important that Hong Kong

Citizens of the British Dependent Territories be described as

British (Hong Kong) Citizens in their passports.

Previous legal

and Home Office advice has been that the precise wording in the

British Nationality Act must be used.

4. NTD are now consulting their legal adviser with a view to

taking the matter up with the Home Office. A submission will be

put up when a conclusion has been reached.
