VIETNAMESE REFUGEES: CLOSED CAMPS

I spoke to the Governor of Hong Kong on the telephone about this today. I explained the difficulties and asked that an urgent reply be given to my letter of 6 October to Mr Griffiths.

I mentioned Lord Belstead's concern and described the two 243/1 sides of the problem (ie criteria for detention and the organisation of the camps).
