Our Secretary for Security in Hong Kong has now clarified the queries in my (55) of 16th November in this series. He has confirmed that the summary in the US Congressional Paper and my interpretation of the two figures you questioned are both correct.

He has further commented as follows and I quote:

(a)

"113,000" in para 2 - the FCO figures of 97,042 should in fact be adjusted to 97,023, as we subsequently identified 19 Ex-China cases. The figure of 113,000 presumably represents Hong Kong's

intake up to the end of June 1982, when the exact total, inclusive of 13,668 Ex-China cases, was 113,624.

(b) "50,000" in para 3 this does refer to

our own "orderly departure" programme between 1976 and 1979. The Hong Kong Immigration Department arranged for 4,782 persons to be flown here during that period; 104 persons have since then been brought in under UNHCR auspices.'
