You wrote to me on 16 November enclosing a revised paper on Vietnamese refugees. In view of the problems this poses for the Home Office and the separate need for us to brief Ministers for a meeting with the Joint Committee for Refugees from Vietnam, we have consulted them about the possibility of the UK taking further Vietnamese refugees.
I have to tell you that the Home Secretary is totally and resolutely opposed to any further concession on Vietname se refugees and is unable to agree to any proposal which would increase our already heavy commitments in the refugee field. The problems which an additional commitment of this kind would give rise to are those set out in the Treasury's letter of 2 November and mine of the 4th.
I am afraid that this decision also means that we will not be able to agree to the entry to the United Kingdom of those refugees rescued by the "PO YANG" and "HUPEH".
In the circumstances I hope we can agree that there is little further point in an official meeting to discuss the subject.
I am sending copies of this letter to Kingsley Jones, Kevin Burns, Penny Lee and John Bowles.
