I enclose copy/copies of a report which the Home Secretary has received
on the conduct of the Vietnamese refugee programme.

The report makes references and recommendations which relate to the work of a number of Government Departments and I have sought to identify these in annex A. On two recommendations which particularly relate to the Home Office, funding for the refugee organisations' work in 1983/84 and contingency planning for the future, the Home Secretary has agreed the former and it will be for VSU to pursue the latter. Not all of the references require specific response but I would welcome comment on these in any case.

3. We propose that first time round the Home Secretary should respond to the recommendations of the report on behalf of all Government Departments. If they agree, therefore, I should be grateful if those to whom this note is addressed, annex B, would consider the recommendations and let me have contributions for the Home Secretary's reply.
4. It is intended that the report (and the Home Office research study on which it draws for much of its argument) should be made publicly available by the end of December/beginning of January. It would be of considerable assistance, therefore, if Departments could provide their contributions by 20 December so that the Home Secretary is in a position to reply to the report's recommendations in good time. before publication, and to permit the issue of an appropriate press release to accompany publication. If a full and adequate response to a particular recommendation will necessarily take time I would welcome a 'holding' contribution and it might then make sense for the Department concerned to reply separately on that point.
