Mr Richard Smyser, Deputy UN High Commissioner for Refugees, recently visited several countries in the Far East and also Honduras. He gave a briefing in Geneva on 9 December and I enclose a copy of a record of his report.

2. In the main he repeated the comments from Hanoi (Mr Roberts' teleletter 308 of 25 November) and in Tegucigalpa telegram 302 of 1 December. Hong Kong may be interested in the Vietnamese comments on repatriation in view of their recent telegraphic exchange with Hanoi on this question.

3. Speaking privately, Smyser went out of his way to praise our Ambassador in Tegucigalpa as having his finger very much on the pulse. The Canadians were impressed to hear this and are now considering asking to see our reports on Honduras.
