the current leadership's policies appeared in the Liberation Army Daily four days before the start of the 12th Party Congress on 1st September. This is believed to have resulted in the replacement of WEI Guoqing by YU Qiuli as Director of the PLA General Political Department some four weeks later. WANG Renzhong has been replaced as Director of the Party Propaganda Department, but this took place as long ago as last April and his successor was DENG Liqun, not ZHANG Pinghua, who is a former Vice-President of the Central Party School. Nevertheless, although confused and inaccurate, this tale is included as it is a reflection of the kind of information that filters down to the man-in-the-street in Beijing.
