Thank you for your letter of 28 October.
I appreciate your desire to move quickly but your draft note to No. 10 raises major issues for the Home Office. I suspect you will not be altogether surprised to learn that we have considerable reservations about your proposed options and we certainly could not agree to any proposal to increase the intake of Vietnamese Refugees without first consulting our Ministers. In the circumstances I am afraid that your deadline of 1 November is unrealistic but we will get our comments to you as quickly as we can.
One of the issues your note fails to address is the cost of resettling a further intake of Vietnamese refugees. The Treasury clearly has an interest in this and to save time I am sending a copy of your letter and draft note direct to M F Kingsley Jones.
A copy of this letter also goes to Mrs Lee in our Voluntary Services Unit.
