The Finns move at their own pace and although their performance two years ago was lamentable, there is clearly a feeling in the country that more ought to be done for the refugees in spite of the country's growing unemployment problems. We shall welcome this development but unless you instruct to the contrary, refrain from urging the Finns to do still more.
