Please refer to the attached copy of a letter from

Mr. Gorham, the Head of Chancery in Helsinki, to the South East Asian Department and copied to us. This Finnish move to accept more boat refugees is welcome to us, and we should like to see the Finns' attention drawn as early as possible to the particular problems that Hong Kong faces in regard to Vietnamese boat people. This is certainly the first indication we have had here that the Finns might be about to offer any more resettlement places.
