You will already have seen Mr Gorham's letter of 27 September reporting a new willingness by the Finns to take more Vietnamese boat refugees. Hong Kong have now asked us to take this up with you, on the basis of their telegrams numbers 1065 and 1176, as it is the first indication that they have had that the Finns might be offering more places.
