1. You told me yesterday that Mr Griffiths, Attorney General of Hong Kong, had enquired about the action taken by the UK as a result of the judgment delivered by the European Court of Human Rights in November 1981 in X v. UK, concerning the detention of mental patients. The answer is that we are amending our law, and the amending Act is expected to receive the Royal Assent within the next couple of weeks or so.
2. I attach relevant extracts from a paper which Mrs Glover has provided, and which describe the effect of the Bill. This could be given to Mr Griffiths.

3. The legal adviser in the Home Office who was concerned with the amending Bill is Alan Cole. He is away at present. administrator is Nigel Varney (213 3367).
