I attach copies of some recent correspondence between the Chairman of the Hong Kong Branch of Justice and the Hong Kong Government which we have just received. I am copying the letters to Mr Freeland and Mr Edwards as well, as I understand that you will shortly be discussing with them the human rights aspects of the legislation recently passed by the Hong Kong Government to implement the closed camp policy.

We are not happy with Mr Davies' categorical statement at 'Y' that the Hong Kong Government do not intend to provide detained refugees with a futher means of review, as their position previously has been that they would consider this if it proved to be necessary. We do not propose to take this point up, however, until we have received your advice on the adequacy of the existing legislation.
