Explanatory Note

These rules make provision for the control and management of refugee centres designated as closed centres for Vietnamese refugees and include rules relating to the powers and duties of visiting justices, the conditions under which visitors may be allowed to visit centres, the

general treatment of detainees, the discipline and control of detainees and offences in respect of centres.
