VIETNAMESE REFUGEES CLOSED CAMPS

Introduction

On 11 May 1982, after considering memorandum. XCC(82)54, a copy of which is at Annex A, Members advised, and the Acting Governor ordered, inter alia -

that the closed camp concept for new arrivals and those convicted of crimes should be pursued and a further detailed report should be submitted to Council within one month;

that negotiations should be opened with UNHCR with a view to their meeting the cost of maintaining refugees from Veitnam in closed camps;

that the issue of repatriation should be, re-opened with the Foreign and Commonwealth Office.

This memorandum examines the feasibility of setting up closed camps and reports on progress made on the points referred to in (b) and (c) above..

Points to be Resolved

The main aim in setting up closed camps for Vietnamese refugees is to deter more refugees from leaving Vietnam.

An added advantage is that their establishment would probably deter other refugees currently in open camps from unlawful activities. The general, concept of a closed camp outlined in memorandum XCC(82)54 is that it is a camp where the refugees are detained? under strict confinement and are subject to regulations and control. No employment outside the camp is allowed, and there is virtually no contact with the general public.
