As regards China's recent legislation denying the

Politi concept of dual nationality, the Acting Political Adviser explained that this did not mean that China accepted that

Hong Kong residents of Chinese race were fully British

instead it allowed China to dispute any

nationals:

British interest in them.

The Acting Political Adviser explained further that

this was, however, a theoretical position. In practice

consular protection was mainly a matter of the right to

information about and access to one's nationals, and in

practice China did provide a degree of information about

Hong kong residents.

attended before the Council to answer questions raised).

(e) SECURITY AT GOVERNMENT HOUSE .

The Acting Governor referred to Mr Ian whitely's

probing of the security arrangements at Government House,

and said that in response to the deficiencies revealed

there would be a tightening of security procedures and

an enhancement of the physical security at Government

House.

(£) VIETNAMESE REFUGEES

Sir S.Y. Chung asked why it was necessary to check

the expressed desire of a refugee to move on from Hong Kong.
