Each closed camp will have its own medical clinic. Voluntary agencies will be allowed to provide some social and educational services in the camps.

There is access to closed camps by UNHCR to consider resettlement possibilities and to be apprised of conditions in the camps. In addition, there are regular visits by Justices of the Peace.

UK, UNHCR and the US had been kept closely informed of these proposals before their introduction.
