The danger is that they would be seen as bluff. Accredited refugees are often fully aware of their rights. It is scarcely appropriate for HMG or any other respectable government to threaten to use illegal measures.
4. We shall pursue with UNHCR separately the question of minors, on which we have just seen the useful telegram number 158 from Hanoi.
