the UNHCR would be provided with access to refugees on a regulated basis (paragraph 10);

there would be no separation of families but the matter would be kept under review (paragraphs 11-13);

arrangements for visits should be

introduced at a time and to an extent

that the Secretary for Security on

advice of the Commissioner of Correctional Services shall decide (paragraph 14);

the camp would be managed by the Correctional Services Department in the manner described in paragraphs 21-22);

the camps described in paragraph 19 would initially be developed and used;

the standards of accommodation, feeding medical and other services described in paragraph 23 should be adopted;

the legislation at Annex B would be required to give the Government the necessary powers to set up and manage closed camps and to repatriate any refugees; and

the necessary staff, financial and

management resources should be made

available subject to the approval of the

Finance Committee of the Legislative Council (paragraphs 31-32).

Publicity

Wide publicity will be given to these proposals, explaining that in view of the changed circumstances these are considered to be necessary and that Hong Kong must now follow the policy elsewhere in the region. Publicity will also emphasise the resources employed in this change and the fact that the situation will be kept under close watch.
