This memorandum examines the feasibility of setting up closed camps and reports on progress made on the points referred to in (b) and (c) above..

Points to be Resolved

3

The main aim in setting up closed camps for Vietnamese refugees is to deter more refugees from leaving Vietnam. An added advantage is that their establishment would probably deter other refugees currently in open camps from unlawful activities. The general concept of a closed camp outlined in memorandum XCC(82)54 is that it is a camp where the refugees are detained under strict confinement and are subject to regulations and control. No employment outside the camp is allowed, and there is virtually no contact with the general public.

4

In considering the feasibility of this concept, it is necessary to resolve certain points of principle as follows

T

(a) who should be detained in closed camps?

(b)

what access, if any, by UNHCR should be allowed?

(c)

should separation be introduced, and if so to what degree?
