for each centre a 'Security Liaison Committee' is to be established under the chairmanship of a representative of the Secretary for Security to monitor all aspects of centre security and law and order in centres, and, with the appro- priate Government Departments, the UNHCR and the centre management, to take such steps as are necessary to see that it is maintained. Representatives of the UNHCR, the RHKPF and the Immigration Department will join these committees;
if Members advise that the closed camp concept should be implemented it is proposed to take legal powers to detain in closed centres not only all newly-arrived refugees, but also any particular refugee, landed and now being accommodated in an open centre, where the Director of Immigration has certi- fied that such detention is in the interest of the good management and control of the open centre. Such powers would provide a strong sanction against trouble-makers in open centres; and
the written agreements between the UNHCR and the voluntary agencies will contain provisions requiring the agencies both to apply the statutory Centre Rules fully and to participate in the centre Security Liaison Committee mentioned in (b) above.

In furtherance of the conclusion reached in paragraph 9 above a second open centre has been created by converting the Jubilee Reception Centre into an open centre, which the UNHCR has arranged for Caritas Hong Kong to manage.
This will enable the population of Kai Tak to be reduced to about 6,000.
