Please see Mr Edgar's minute below. I agree generally with the revised telegram but have made some minor amendments. Some of these are stylistic. The most important point concerns the repatriation of minors. Do you agree with my addition?

I can envisage cases in which there could be an argument for sending back very young children if their parents clearly wanted them and they do not appear old enough to make up their own minds.
