But putting all new arrivals in closed camps will still be

more humane than the policy adopted, for example, by Thailand.

And perhaps most important of all the United Nations High

Commissioner for Refugees' (UNHCR) representative in Hong Kong

has said she is prepared to recommend to her Headquarters that

they continue to cooperate with the Hong Kong Government if

such a policy were introduced.

If the Minister agrees the proposal I should like to telegraph

the Governor before the weekend since EXCO will consider it on

15 June.
