1. The Hong Kong administration are proposing to put all

Vietnamese refugees arriving in Hong Kong after a certain

date into closed camps.

Recommendation

2. I recommend that Lord Belstead agree with the proposal.

If he does I will telegraph Hong Kong on the lines of the

attached draft.

3. Hong Kong has since the mid-70s been one of the three major

destinations for boat refugees from Vietnam. In mid-1979 there

were some 68,000 refugees in the Territory awaiting resettlement.

As a result of resettlement mainly in the United States, Canada

and the UK the figure has steadily fallen since then to the present

total of about 10,000.

4. Although the outflow from Vietnam has dropped, the number

being moved out has fallen even more sharply as a result of the

cut back in resettlement places elsewhere. The United Kingdom

quota of 10,000 has been filled and the Americans have cut theirs

back very considerably, as have the Canadians and the rest.

5. As a result the number of refugees in Hong Kong is likely to

increase staadily in coming months. The knowledge of this, the
