(c) The degree of separation described in

paragraphs 11 - 12 should be

implemented at the discretion of the

Commissioner of Correctional Services.

(d) Arrangements for visits should be

introduced at a time and to an extent

that the Secretary for Security on

advice of the Commissioner of

Correctional Services shall decide.

(e) The camps would be managed by the

Correctional Services Department in the

manner described in paragraphs 20 - 21.

(f) The camps described in paragraph 18 would

be developed and used.

(g) The standards of accommodation, feeding,

medical and other services described in

paragraph 22 should be adopted.

(h) Legislation would be required to give the

Government the necessary powers to set up

and manage closed camps and to repatriate

any refugees (Annex B).
