Visit to Hong Kong by Mr. William Smyser, UN Deputy High Commissioner for Refguees

Further to my letter CR 3/3371/79 of the 3rd May, 1982 I now enclose a copy of the record of the discussions we had with Mr. Smyser, Deputy High Commissioner for Refugees, during his recent visit to Hong Kong.

The visit was useful and again confirmed to the visitors the fact that Hong Kong was facing a difficult situation with its refugee population. Had the visitors stayed over the weekend they would have had close hand experience of this with the fracas which developed in Kai Tak North camp the day after they left.

We shall be advising you of the outcome of our re-examination of policy towards Vietnamese refugees. now be undertaken against the background of law and order problems amongst refugees and against the arrival of 490 refugees in the last week of April and 403 in the first week of May.
