11. On the ODP, Mr Rizvi commented that the programme had to work. UNHCR were making great efforts to increase the rate of departures. As far as minors were concerned, UNHCR had always maintained that they should be placed with their families. unification is not repatriation. Commenting on recent Thai plans he could not accept their view on relocating refugees. But occasionally this did have the effect of reunifying families .who had split themselves in an attempt to widen their chances
for resettlement. But the desires and sensitivities of the first asylum countries must be respected. It should be borne in mind that at the 1979 Refugee Conference the first asylum countries understood, right or wrong, that a place would be found for every refugee they accepted. This was still the premise on which the first asylum countries negotiated.
12. To conclude Mr Hartling reiterated that repatriation was not a change of policy. It may not be relevant in Africa but it was a suitable durable solution in SE Asia.
