Source was a 23 year old ethnic Vietnamese born in Hue. Source was a professional fisherman in An Duong village and acted as navigator for the escape party.

Source stated that beginning in early March 1982 the Public Security Service (PSS) officials in An Duong village held a community meeting to announce new measures designed to prevent clandestine refugee departures. These measures included the mooring of all fishing vessels, regardless of ownership, at a common mooring easily supervised by PSS personnel. Whilst the boats were moored, all oars and rudders were to be removed and handed to the PSS post, to be reissued when the fishermen next went out fishing.
A pass system was devised, and no fisherman could leave his mooring without obtaining a pass. A new PSS post was built in An Duong, and two border patrol posts. were set up at Thon An Duong and Thon Hoa Dong, two villages close by. The new An Duong post was reportedly the largest PSS post in Hong Phu District, Binh Tri Thien Province. According to Source, a 50 strong border patrol force contingent patrolled the beaches around An Duong.

Source stated that the PSS had recently intercepted a clandestine departure, and that the boat being used had been confiscated. The PSS were now using the boat as a patrol launch, and in addition two regular PSS patrol launches were regularly patrolling off the beaches in the Thuan An area, close to An Duong.

In addition to these physical counter measures, the PSS officials also warned that persons who assisted clandestine departures would be punished and that people whose family members succeeded in escaping would be recommended for resettlement in New Economic Zones (NEZ). In addition, fishing boat owners were warned that they would be held personally responsible for their crews safe return to An Duong on the conclusion of fishing trips.
