(h) Other measures, which would not be self-

contained but could be used selectively in conjunction with those already listed, might be :

towing at least some boats out of Hong Kong waters with heavy publicity;

bringing pressure on Macao not to push boats on towards Hong Kong but there is not much leverage which could be applied unless resort was made to ways of reducing the number of tourists visiting Macao by the imposition of a levy or some other impost.
