Excellency,

On 10 July 1980, the Hong Kong-registered

vessel "Hupeh" arrived in Manila Bay after having rescued 115 Vietnamese on the open sea. A Note Verbale (No. 237) was issued by the British Embassy, Manila to the Philippine Government, stating that the Hong Kong Government would allow any refugees who disembarked from the "Hupeh" and who were not resettled from the Philippines within a reasonable period of time, to transfer to Hong Kong. The majority have been resettled in other countries, but the following 15 persons (5 families) who are still staying at the Refugee Centre in Puerto Princesa, Palawan, have received no offer of resettlement in other countries:

(PA 1016) Le Thi Gai dob 13.11.50 and her two daughters

(10 and 2 years old)

(PA 1018)

Nguyen Ngoc Huy dob 01.02.65 and brother Nguyen Duy Dien dob 06.09.68

(PA 1023) Nguyen Sy Thanh đob 10.12.34 with one 15 year

old son and two 21 and 18-year old nephews

(PA 1032) Nguyen Vinh Vuong born 1964 - alone

(PA 1038) Tran Thi Sang dob 10.11.50 with three children

and her brother Tran Van Thien dob 28.10.54.

In view of the considerable period of time which these persons have spent in the Philippines, this Office would appreciate very much to receive information on the possibilities which these 15 Vietnamese refugees have of resettlement in either Hong Kong or United Kingdom.

I take this opportunity to renew to your Excellency the assurances of my highest consideration.

H.E. Michael H. Morgan

Sincerely yours,

Rutkay Kihi
