in the course of November, it will be necessary to stop the departure flights organized by UNHCR from Vietnam at least on a temporary basis until further contributions become available.
I feel sure that you will agree that the implications of such a development would go far beyond the merely technical or practical.
As many Permanent Representatives will have had the opportunity to appreciate during the recent visit to Geneva of a Vietnamese delegation led by the Vice Minister for, Foreign Affairs and as the UNHCR Executive Committee confirmed in a decision taken at its recently completed thirty-second session, it is very important that the programme of legal departure continues.
On behalf of the High Commissioner, therefore, I would ask you to transmit to your Government this appeal for an extraordinary contribution in the hope that it will be given very urgent and favourable consideration.
