1. I should be grateful for your comments on paragraph 3 UKMis Geneva's telegram Number 71 copy attached.

2. I can not see the Chinese agreeing to any suggestion that they should hold Vietnamese refugees. Indeed, I think it would be unwise to suggest it to them.
