Your letter of 8 February about pirate attacks on

Vietnamese boat refugees reached me towards the end of

my tour of the five ASEAN countries.

This tour brought home to me very forcibly how much

suffering has been inflicted by the policies of the

Government of Hanoi on the peoples of Vietnam and Cambodia

in the last few years. I was pleased to note how much

has been done by regional Governments, by the West in

general and by your own Government in particular to meet

the humanitarian challenge posed by the flight of

refugees from the countries of the Indo-Chinese peninsula.

I agree that the attacks by pirates on refugees fleeing

by boat form part of this challenge. I am glad to tell

you, therefore, that we shall shortly be informing the

UNHCR of our intention to double our initial pledge to

£110,000.
