HONG KONG : VIETNAMESE REFUGEES

1. John Heywood, the Hong Kong Deputy Secretary for Security, phoned this morning and we talked inter alia about Vietnamese refugees.

2.

The problem is attracting increasing media interest in Hong Kong and was raised in Executive Council yesterday, when the Chief Secretary said that a paper would be put to the Council in a month or two.

3. The Hong Kong Government are now firming up the idea of putting all new arrivals in a closed camp on a remote island without access to employment or resettlement. But they do not propose

to take any decisions until they have heard what comes out of your discussions in Geneva. I said that any proposals would have to be submitted to the Lord Privy Seal.
