After the Lord Privy Seal returns from the Far East we shall submit on Sir Philip Haddon-Cave's letter of 2 December 1981 to Alan Donald. In the meantime Clive Stitt in SEAD has suggested that we consider whether the Vietnamese Trade Office in Hong Kong provides any leverage we can use with the Vietnamese on refugees. I understand that the Office is of considerable importance to them and they might be more susecptible to pressure in this way than the more general ones that have been used in the past. be grateful for your views on this.
