I doubt however that Malaysia would be ready to take the lead in promoting the idea. It values its links with Hanoi in the context of the Cambodian problem and is keen to keep its channels of communication open. If support for a scheme to threaten repatriation seemed likely to jeopardise these I think the Malaysians would think twice.
