D. THAI SAID THAT THEIR ONLY REQUIREMENT FROM THE UK WAS
MORE SATISFACTORY ARRANGEMENTS ON THE BKK/LON V V ROUTE. THEY WERE NOT HAPPY WITH THE RECENT AGREEMENT AND MADE IT
CLEAR THAT RIGHTS FOR CPA COULD BE MADE AVAILABLE IF THE
TERMS OF THE NEW AGREEMENT WERE IMPROVED. CPA REPLIED THAT
THE ROUTES HAD TO BE DEALT WITH SEPARATELY.
4. BY COINCIDENCE A THAI/MINISTRY OC COMMUNICATIONS MEETING
WAS TAKING PLACE AT THE SAME TIME AS CPA'S DISCUSSIONS WITH
THAI AND MCARTHUR OF CPA HAD A BRIEF CONVERSATION WITH THE UNDER-SECRETARY, MOM LUANG JEONGJAN WHO SAID THAT THE THAI GOVERNMENT COULD NOT MAKE CONCESSIONS TO CPA WHEN THAI WERE BEING RESTRICTED BY THE UK AUTHORITIES. HE REFERRED TO THE POSSIBILITY OF A TRADE-OFF BETWEEN THE BKK/LON ROUTE AND BKK/EUROPEAN POINTS BUT NOTED THAT HE UNDERSTOOD THIS WAS
NOT ACCEPTABLE TO THE U K AUTHORITIES.
5. CPA HAVE ARRANGED TALKS WITH LUFTHANSA IN COLOGNE ON 27/28
JULY TO DISCUSS CAPACITY AND FARES. THEREAFTER WE HAVE ASKED CPA TO PROVIDE FIRM PLANS FOR A EUROPEAN SERVICE WHICH, IN THE LIGHT OF A FAILURE TO SECURE BANGKOK AS AN INTERMED I ATE POINT, ARE LIKELY TO BE:
