The HO CHI MINH Tlight Information legion (HO CHI MINH FIR) within the air space of Vietnam must be under the control of Vietnam. In the past, it was under the control of the Saigon Administration.

Since 1975, ICAO has temporarily assigned areas of responsibilities of the HO CHI MINH FIR to the Singapore, Bangkok and Hongkong Aroa Control Centros to undertake the provision of services and control within the suid FIR for the continuity of international flight operation while Vietnam has not yet reinstated its official control over the HO CHl NINH TIE.

Nevertheless, this is only a temporary situation.

As early as 1977, during the negotiation on the reactivation of ATS route A1, ICAO and the parties concerned already admitted the necessity of reactivating Vietnam's control over the HO CI LINH TIP.

In 1980, ICAO officially confirmed, in a memorandum of understanding signed in Hanoi, the rights and respon- » sibilities of Vietnam to control the HO CHI MINH FIR and

the responsibilities of ICAO to accord the highest priori- ty to the provision of all possible assistance to Vietnam in reactivation of the IO CHI MINH PIR.

After a period of preparation, Vietnam has accom- plished all the necessary requirements for undertaking the control over the HO CHI MINH TIR.
