The Chinese took the matter up again in the margins of air service consultations in London in December and spoke further with the DCA Hong Kong in Hong Kong immediately afterwards. Their somewhat elaborated and modified roposal was that the sector of the former Ho Chi Minh FIR currently administered by Hong Kong should now be extended in area and that airspace management within that extendeâ area should be divided with Hong Kong controlling flight level 250 and above and China assuming responsibility for traffic below flight level. 250. The UK said that all proposals for amendment of the Regional Plan would have to be considered on their tecknical merits and discussed multilaterally in the RAN Conference with all interested ICAO parties: the matter could not be dealt with on a bilateral basis.
