You should draw on paragraphs 2 and 4 below in replying to
Ishak's approach reported in TUR.
2 In informal exchanges between MAS and CPA in December MAS
proposed increases in capacity on the regional route linked to
the introduction of DC-10 equipment. We understand however that
CPA made it clear that they would be very unhappy about any
further increase in MAS capacity to and through Hong Kong at
present. There would not therefore seem to be an informal
understanding between the airlines of the kind which has been
reported to Ishak.
3 For your own information, from Hong Kong telno.1679 and
from discussions with CPA there can be no doubt that MAS are
aware of the CPA position. It is hard to believe that Thomasios
(MAS) has not reported it to Ishak.
4 Any increase of capacity on the trunk or the regional routes
will fall to be resolved in accordance with the Confidential
Memorandum of Understanding of 1979 and in the light of
substantial traffic figures. If the Malaysian Government wishes
to make specific proposals for increases in capacity it will no
doubt propose air services consultations so that the case for
capacity increases can be examined and discussed. Although we
