гору copy attached We still owe Peking a reply to their telegram number 792 reporting BA's initiative in discussing a deal on Hong Kong/Peking services, which provoked the rather pained comments in Hong Kong telegram 1313.

2 Our delay has been deliberate because we wanted to deal with the substance of the proposition involved in the telegram to Hong Kong which is the subject of Ministerial correspondence.
I hope that our Minister's letter will be reaching you very shortly, and that the draft telegram attached to it will be cleared for issue with the minimum of delay. At that point there are certain points in the earlier telegrams mentioned above which should not be allowed to pass without comment, and I should be grateful if you would therefore follow the main telegram to Hong Kong with the attached subsidiary telegram to Peking, having first inserted the appropriate reference in paragraph 2.
