2. HKGD and we now consider that we should submit to the LPS before action is taken in giving the Chinese notice of the termination of the regional CMU. There is a risk that the matter might leak out, and Ministers need to be aware of the implications for Hong Kong questions and for the Prime Minister's visit to China in September. Before we can submit we shall need both the Governor's views and the further thoughts promised by Peking. I attach a suggested redraft of paras 4 and 5 of Mr Steven's draft telegram.
