I attach a draft telegram to the Governor of Hong Kong inviting him to comment and I hope agree to the proposition that we should now give notice of termination of the CMU of 26 July 1979 governing regional services between Hong Kong and points in China. In the light of your letter of 10 February I hope you will agree to give the Governor a pretty firm steer."

I have considered whether we should consult Sir E Youde about it, and I am sure he should at least be informed before we act since the consequences will run through into his term of office, but I think it would be best to get the present Governor's views first. After all, if he advises strongly against this course, there may not be much to consult his successor about. Of course I hope that we shall on the contrary get a firm recommendation from Hong Kong that we should act in the way proposed.
