remove an irritant in our relations.

10. We are assured anyway by the DOT that we could if necessary extricate ourselves from an awkward situation by coming to terms with

the Chinese on a less favourable basis than we are aiming for.

Such an arrangement could not be worse than the one we have at present.

It might be asked why we are defending a Hong Kong interest

against the advice of the Hong Kong Government, Hong Kong, and Cathay Pacific, wish to see the airline's interest upheld provided

that they are reassured that any action we take would not prejudice

the wider negotiations. The Ambassador believes that this assurance

can be given, and we agree
