I think we can expect Peking to comment on the Governor's views, and on the assumption that they will do so before the weekend I doubt whether we shall want to reply before we have seen what Sir P Cracock has to say. However, I cannot refrain from setting out immediately what I think should be said and I would propose that something on these lines should be sent to Hong Kong not later than Friday evening. If Peking have by then commented we can no doubt amend this draft telegram to take account of their views. If not we should at the same time invite them to comment. I am keen to get a reply in in time for the matter to be reconsidered at next week's Executive Council in Hong K¿· if the Governor is prepared to reconsider his decision at all; and I do not myself see any need to go back to Ministers unless and until the Governor confirms his views.
