most people in Hong Kong, that our ability to negotiate simultaneously on behalf of the Hong Kong and the UK civil aviation interests is to the benefit of both. It follows from that that any weakening of our responsibility for Hong Kong in international civil aviation negotiations would not only be damaging to the purely Hong Kong interest, but to the wider UK interest as well.
