structures in Kowloon Walled City will need to be demolished to comply with the statutory limits. A total of about 120 occupants will be affected, some of whom may be eligible for rehousing and ex-gratia domestic removal allowances, but the commitment in this regard is expected to be small.

With the exception of the MTRC development at Lei Yue Mun Bay, it is most unlikely that much land revenue will accrue following the proposed relaxation of height restrictions. (For example, the former RAF Kai Tak area is zoned for Government, institution and community (G/IC) use, a PSPŚ (home ownership) Scheme and district open space development). The proposed MTRC exemption will, if approved, result in a substantial increase in the premium payable on the MTRC's development. This premium has yet to be assessed.

Public Reaction

The general public is unlikely to be interested in this exercise. However, objection or even physical opposition may be expected when the 16 buildings inside the Walled City which have long exceeded the 51.36 metres and 51.82 metres above P.D. levels are reduced to statutory limits, since such action will involve dispossession of long term residents. Demands for rehousing or even compensation may also be expected, and the plight of those who have to move out may generate some public sympathy.

Adverse reaction to the proposed exemption of the MTRC Island Line Chai Wan Depot is considered unlikely.

Publicity

A press release will be issued to announce the making of the 1982 Consolidation Order and also the relaxation of height restrictions over the former RAF Kai Tak area. It will be necessary to emphasise that the latter is not related in any way to the possible future re-location of the airport and that the imposition of airport height limits in areas not previously covered is essential for the preservation of aircraft safety.
