package, especially one involving Government facilities in
some form, places the client in a strong position to
secure the best terms available.
MANAGEMENT AND MANPOWER RESOURCES
By simplifying the management responsibility and reducing the
number of contacts between client and contractors to a single
direct relationship, there is less need for the client to create
an extensive management structure and to recruit specialist
staff to deal with the project on his own account. This kind
of framework also offers considerable flexibility. As well as
having his own organisation to manage and oversee the project,
a client can arrange with a contractor for certain nominated
managers and specialists to be integrated into the contractor's
own organisation thus improving communication and understanding
at all levels and providing a useful opportunity for local
staff to gain experience of project implementation. The
possibility of integrating staff into the contracting organisation
is also relevant to the process of securing value for money.
VALUE FOR MONEY
Under any contracting system, a client will wish to ensure that
he obtains the best value for money. In the case of a negotiated
contract, there are a number of methods which can be adopted
for this purpose:
(a) The appointment of an independent consultant to monitor,
supervise and carry out checks on the client's behalf.
Such checks can cover the quality of work and equipment,
