1. Following Mr Morris's minute of 27 July, I wrote to Mr Margolis inquiring about the quasi-official references that we had spotted to Government taking an early decision on a replacement airport. Mr Margolis has now replied.

I take his point that the study on Chek Lap Kok is a very visible exercise. However, I have subsequently ascertained from Mr Webb-Johnson that the Hong Kong Government Office publication, Dateline, which was one of the areas of your concern, is produced by the HKGO from information supplied from HongKong. Mr Webb-Johnson agreed that this item should not have appeared in that form: I therefore propose, subject to your views, to write to him to ask for a more careful eye to be kept on the content of Dateline, with a copy to Mr Margolis.
