Structure of appropriate airport owning and operating body

In consultation with Government, consultants will identify

and explore possible alternatives including the continuing

use of the Government's Department approach.

The purpose of this task will be to provide a range of

structuring options and to advise as to the likely

financial consequences including the implications of the

decision as to whether the project finance will be raised

through direct Government borrowing or through the medium

of a public authority or corporation.
